The In-Home Health Services Live Scan Assistance Program is a collaborative effort between the County of San Bernardino’s Department of Workforce Development Services (WDD) and the In-Home Health Supportive Services (IHSS) Public Authority. It offers assistance to IHSS Public Authority caregivers with the Department of justice (DOJ) background investigations that are necessary to care, or continue to care for the County’s elderly, blind or disabled residents who otherwise would be unable to remain in their homes. In July of 2009, the Governor approved an amendment to the Welfare and Institutions Code (W&IC) that required all caregivers to undergo a fingerprint imaging and criminal background check from the DOJ by July of 2010, at their own expense. With the possibility of job loss to many of these individuals who could not afford the cost of the DOJ background check, WDD offered assistance with the cost of providing Live Scan and background investigations for approximately 2,380 of the lowest paid caregivers so that they could continue to provide uninterrupted care to the disabled and elderly recipients of IHSS.
