In response to the San Diego County Hepatitis A emergency in 2017, the County developed a mobile app (Site Assessment Collector App – SACA) to help staff quickly assess homeless encampment sites within the unincorporated areas of the County to determine if they needed to be cleaned, based on recommendations issued by the Centers for Disease Control and Prevention (CDC). The SACA app not only helped staff in the field with identifying property and other reference information, but also helped them quickly collect site condition data such as the number of homeless individuals and whether or not solid or hazardous waste was present. This information was entered into the app and uploaded instantly back to the operations center for processing and reporting to help management decision making.
