San Bernardino County Children and Family Services (CFS) staff created the Helping Our Population by Empowerment Line (HOPE Line) in late 2019 as part of efforts to connect caregivers and community members to vital resources and support during the Resource Family Approval (RFA) process. The HOPE Line is therefore a communication initiative centered on the operation of a dedicated CFS telephone lines to facilitate the efficient completion of the caregiver enrollment process.The HOPE Line alleviates the barriers and stress that caregivers often experience while caring for a child in the child welfare system, in addition to facilitating a more efficient RFA process for caregivers and CFS staff. Since becoming operational in January 2020, HOPE Line staff members have assisted hundreds of families by guiding them through challenges during the RFA process with ease and with the tools necessary to provide the best level of support to the child and/or youth in their care.
