In July 2011, the County of Los Angeles Board of Supervisors implemented the County Policy of Equity (CPOE), which became the County’s new workplace policy prohibiting discrimination, harassment, retaliation, and inappropriate conduct toward others, based on protected categories under state and federal law (equity). Since its inception, CPOE program managers and staff (the Equity Team) have been closely following data trends with respect to complaint filings from across the workforce. Data trending revealed that the workforce was progressively using and trusting in this new complaint process. Despite increasing numbers of complaint filings, an inordinate percentage of non-equity related, non-jurisdictional complaints was being filed beginning in 2014. Because the cost associated with processing and investigating non-jurisdictional complaints is significant, it became apparent that something needed to be done. Thus, a catchy, easy-to-understand training tool was developed concerning when it is appropriate to file a CPOE complaint. First launched in August 2014, this training tool entitled, “Got Equity? When to File a CPOE Complaint,” along with a helpful pocket-sized reference guide, was not only well-received, but a steep downward trend began in unnecessary complaint filings resulting in a reduction in unnecessary costs.
