In September 2005, The San Diego County Library created the annual Spring Valley FIESTA to directly meet the cultural and informational needs of the Spring Valley Community in San Diego. The program, celebrating Hispanic Heritage Month, fuses together the literature, art, music, and flavors of the Latino culture in a unique outdoor library celebration. Targeting families and library patrons, the event includes entertainment, activities, and opportunities to participate for community members of all ages. In an effort to fulfill the informational needs in the community, the event promotes intergovernmental cooperation by inviting local government agencies and other nonprofit groups to provide information regarding their respective programs and services in a fun, informal atmosphere.
