The Clinton county Commissioners led an initiative to facilitate meetings, build partnerships, coordinate the implementation and creation of a newly formed Clinton county Sewer Authority to correct and eliminate tap-on restrictions in central Clinton County imposed by PADEP. The County was able to partner with the Clinton County Solid Waste Authority and construct a multi-municipal, four million gallon overflow tank and dual-pump station to alleviate the duplication of three individual tanks due to consent orders and eliminate bypassing raw sewage into the Susquehanna River. The County created the Authority to deal with plaguing sewer issues impacting the environment and to take ownership of this 3 million dollar County asset at no cost to the constituents of the County. The Authority is a nine-member board appointed by the commissioners to address environmental issues affecting eight communities in central Clinton County and one in Centre County. Through the Commissioners proactive approach and development of this regional project, they solved the environmental problems and created energy efficient initiatives for the region. The commissioners were able to oversee, correct and eliminate tap-on restrictions in central Clinton County. The County creatively became a conduit to obtain funding for these problems - saving taxpayers millions of dollars.
