Montgomery County Maryland Board of Election (BOE) and Department of Technology Services (DTS) teamed up to build a state-of-the-art Election Management System (EMS) using Open Source Information Technology. Through this program, the county sought to bolster the volunteer base or Election Judges and Volunteers. The program also established a self-service training schedule, completed online with completion tracking. The program provides tools to allow BOE to manage 5000+ Election Judges and 1000+ Youth Volunteers to operate more than 240 Polling Places during Election Events and Provide a payroll fulfillment Service. Since EMS is built with open-source software and standard database building blocks, the system does not require maintenance fees and is positioned for many years of service and it can be easily enhanced without new software licenses to handle new requirements.
