In April 2015, the Department of Regulatory and Economic Resources, Compliance Division (CD), successfully developed a revenue generating program to efficiently remove illegal signs from the County right-of-ways by creating three (3) RER Support Specialist Positions (SS). Their primary job responsibility is to remove illegal signs from the County right of way. In turn, this responsibility was taken away from the RER Neighborhood Compliance Officers (NCO), whose monthly average (AVG) salary with fringe benefits is approximately $5,573.02 , while that of the SS is $3,981.79 , equaling $238,840.53 AVG monthly saving. From October 1, 2014 to February 28, 2015, 45 NCOs removed an AVG of 17,403 signs and issued 72 citations and revenues collected were $14,204.98. From October 1, 2016 to February 28, 2017, 3 SSs removed an AVG of 22,380 signs and issued 52 citations. This resulted in the revenue collection of $335,250.00 due to the efforts of the SS, which was based on removal of 2,498 signs with identified benefactors. The new program has enhanced efficiencies, community aesthetics, as well as response time and accountability efforts while maximizing revenues from illegal sign benefactors through this new program. This program works as a deterrent from future placement of signs, eradicating an ongoing eye sore, serves as a method to hold violators accountable and improves and enhances the aesthetics of the community.
