Broward County’s Building Code Services Division developed the Contractor Licensing and Enforcement program to assist with problems resulting from local property owners hiring unlicensed contractors, who were operating without proper training, education or experience. Although they may initially have charged consumers much less than a qualified contractor, unlicensed contractors can cost property owners more in the long run due to failings and damage from poorly performed work. As a result, owners often must hire a licensed general contractor to rectify the situation. Several devastating storms in the area, highlighted the growing problem of unlicensed, unqualified, and unscrupulous contractors scamming consumers who were in desperate need of property repairs.
