The Access and Functional Needs (AFN) Shelter Worker Training Video Project was a collaborative effort to have regional shelter teams properly trained to care for individuals with physical and/or cognitive disabilities. The County of San Diego spearheaded a project to create a series of videos and training guides, (one each for physical, cognitive and emotional disabilities) as well as an Instructor Manual to aid in the delivery of the training program. After gathering input from the AFN community, the Red Cross and other stakeholders, the County hired a contractor to assist in the design, script writing and filming of three, 1-hour training videos for each of the identified disability categories, along with the corresponding training manuals. The County of San Diego has been recognized for incorporating the needs of the AFN community throughout its disaster preparedness efforts, but this groundbreaking project was the first designed to ensure proper training for those who will be asked to provide shelter and care for members of the AFN community in times of disaster.
