In an effort to improve the administration and management of employee leaves of absence, the County of Los Angeles (County) Department of Human Resources (DHR) and Chief Executive Office (CEO) - Risk Management branch implemented a new web-based absence management system (AMS) to improve the administration of leaves, ensure compliance with State and Federal statutory regulations, and provide robust reporting to executive leadership. AMS incorporates the entering and tracking of leaves of absence including medical certification and return to work due dates; populating tasks for AMS users based on milestone dates such as when documentation is due or when an employee is due to return to work; and accurately calculating available leave time and leave used for Federal and State Laws for Family Medical Leave Act (FMLA), California Family Rights Act (CFRA), and Pregnancy Disability Act (PDL). AMS is designed to improve the overall management of employee leaves by ensuring the consistent and timely delivery of leave management throughout the County. Furthermore, AMS provides reports that summarize leave information, trends, and demographics of employees on leave. Actively managing and accurately tracking leaves limits the abuse of leaves, safeguards compliance with Federal and State laws, and ensures that employees entitled to leaves are well served.
