The social determinants of health (SDOH) are the conditions in which we live, learn, work and play that directly and indirectly impact the health and well-being of communities. Those who work within the field of public health have a deep understanding of these issues and the importance of addressing SDOHs to drive improvements to community health. Other stakeholders, such as policymakers and the general public, may not share the same background as public health officials, but play a critical role in shaping how social determinants are addressed at the community level.

Investments and Opportunities! Implementing the Energy and Climate Provisions of the Inflation Reduction Act at the County Level

Join this workshop to hear from federal partners, national policy experts and local leaders on the opportunities for counties in the Inflation Reduction Act (IRA). The workshop will explore the clean energy tax incentives offered by the IRA and how local officials can work to attract investment to their counties and make their own investments by using the new direct pay election established by the law. Attendees will also learn about the many traditional grant programs in the IRA at the U.S. Environmental Protection Agency, the U.S. Department of Energy and the U.S. Department of Agriculture.

Closing the Loop: Compliance and Reporting for ARPA and LATCF

The American Rescue Plan Act (ARPA) made an historic investment in county governments through the State and Local Fiscal Recovery Fund, which provided $65.1 billion in direct, flexible aid to counties, and the Local Assistance and Tribal Consistency Fund (LATCF), which provided $1.5 billion over two years to eligible "revenue sharing" counties. Join this workshop to hear detailed guidance from U.S. Treasury officials on continued reporting and compliance requirements related to the ARPA Recovery Funds and the LATCF. 

Paving a Path through the Overdose Epidemic: Enhancing Health and Safety through Harm Reduction

The opioid epidemic is now driven by substances that are stronger and more deadly than ever before. In 2021, over 100,000 people died of drug overdose in the U.S. – more than any year in American history. Harm reduction, like prevention, treatment and recovery, is one of the pillars of the National Drug Control Policy. However, the availability of proven harm reduction services, like naloxone distribution and syringe services programs, is far below levels needed to save lives and prevent the spread of infectious diseases. This session will explore the role of harm reduction in counties’ opioid response strategies through a conversation with county health officials, community corrections officials and service providers. 

Understanding the Child Care Workforce & Mapping the Policy Landscape

Ongoing shortages in the child care workforce continue to limit county residents' access to affordable, high-quality child care, often hindering local economic recovery. During this workshop, panelists will discuss federal policy goals for strengthening and expanding the child care workforce to boost the supply of affordable child care at the county level while driving economic and workforce development.

What's the Buzz About? Deploying Electric Vehicle Infrastructure at the Local Level

One year since the enactment of the Bipartisan Infrastructure Law, America's counties continue to make transformational investments in our local communities, including through the use of new transportation technologies, such as electric vehicles (EV). Join this workshop to learn more about the BIL's formula and competitive funding for EV infrastructure, and hear from the public and private entities working to deploy EVs in communities across the country.

Counties are preparing for an unprecedented investment of federal funds in high-speed internet deployment and digital equity efforts from the Bipartisan Infrastructure Law. The High-Speed Internet For All Summit will bring together critical federal partners, state broadband office directors, and other key stakeholders. The summit will also elevate the central role of counties in digital equity initiatives to ensure historically marginalized and underrepresented communities receive equal access to the next generation of high-speed internet services.

NACo Public Lands Summit on Wildfire and Resiliency

Congressional and federal agency leaders will gather with county officials to discuss the implementation of new statutes granting funding and flexibility to federal lands agencies. In recent years, Congress has given agencies new authorities to engage in cross-boundary forest treatments, support local timber economies and make landscapes less fire prone. Officials will discuss these efforts and potential statutory changes in the 118th Congress.
