This week, the U.S. House of Representatives is considering the Lower Energy Costs Act (H.R. 1), which aims to increase the production and export of energy resources and reform and streamline the current infrastructure regulatory and permitting framework. Sponsored by Majority Leader Steve Scalise (R-LA), the legislation is comprised of three divisions written by the Committee on Energy and Commerce, the Committee on Natural Resources, and the Committee on Transportation and Infrastructure, respectively. One of the key provisions included in the larger package is the BUILDER Act, which would reform the National Environmental Policy Act (NEPA).
