Taking advantage of a downturn in workload during a slow economy, the Office of the Westchester County Clerk developed the Property Records Electronic Portal (PREP). PREP is a web-based application customers use to prepare cover pages and tax forms which accompany land records, such as deeds and mortgages, when they are presented to their office for recording. The system, which consists of a customer module as well as internal modules used by various staffers, facilitates the recording of land records while reducing their workload, increasing accuracy, and accelerating recording times. When the economy picks up again, their office will be ready to handle increased workload without having to significantly increase staffing.
