In 2014, Washington County created a low-interest loan program to provide financial assistance to residents in need of replacing non-compliant septic systems. This loan program tapped into an existing state funding source, removing a financial barrier, and filling a gap in services for residents. The county partnered with several other agencies to implement the program, including the Minnesota Department of Agriculture, Washington County Housing and Redevelopment Authority, and the Washington Conservation District. Rollout and implementation of the program also required the Department of Public Health and Environment to lead coordination with several other county departments, including Property Records and Tax Payer Services, Administration, Information Technology, and Accounting and Finance.
