When Howard County went live with the new SAP Utility billing system, an option for the customers to view their billing information or manage their account online was not available. As you can imagine in this age in time, customers continuously inquired why the information was not available and when it would be available online. In addition; since water & sewer bills are considered a lien on a property in Howard County, third party companies (i.e. title/settlement/mortgage companies) inquired daily on the billing amounts for properties they were processing. We needed to launch an online customer portal solution for self-services, which would benefit our community, provide efficiency, reduce cost and phone calls. The solutions available in the market at that time were not county government specific solutions and could not easily, or cost effectively, be integrated with our billing system. Howard County partnered with Utilli LLC (our SAP support provider) to develop an online customer portal and mobile application to give County residents and businesses 24/7 access to their water & sewer accounts. The initial version of the product was successfully published and released to the public on June 9, 2015.
