With the fiduciary responsibility for over $5 billion in assets and over $28 billion in annual cash flows, the County of San Diego Treasurer-Tax Collector must maintain the highest level of accountability for public funds. The Treasurer-Tax Collector’s office manages the financial assets belonging to over 100 entities, including special districts. Having an internal control structure to prevent the loss of any assets is integral to the Treasury operations. The Treasurer’s Investment Manual provides an outline and description of the significant processes and internal controls that ensures the safety, liquidity, and return of the Investment Pool’s assets. The Manual establishes a formal timeline for the annual review and update of the procedures and controls as the Treasury strives continuous improvement. In addition, the Manual is used as a training tool for new employees. Also, the Manual is provided to the Treasury’s external auditors as documentation of procedures and internal controls, and is used as a basis for testing these controls.
