As housing authorities continue to undergo federal funding cuts for affordable housing programs, it's becoming increasingly difficult for smaller agencies to continue to operate at optimal levels. In an effort to protect housing assistance for approximately 722 families and ensure continued payments to landlords and vendors, the Housing Authority of the County of San Bernardino (HACSB) partnered with the Upland Housing Authority (UHA) and requested permission from the U.S. Department of Housing and Urban Development to transfer the UHAâs Housing Choice Voucher and Public Housing Programs. HACSB became the first Moving to Work agency to embark on a voluntary transfer of a traditional housing authority thanks to the tenacious efforts by the city of Upland, San Bernardino County, and HACSB staff. As of July 1, 2017, HUD approved all housing assistance services provided by UHA to be transferred to HACSB. The transfer preserved much-needed affordable housing in our county, protected currently assisted families, enhanced services and resources to former UHA families, and bolstered regional efforts to streamline and provide affordable housing to families in need.
