To enhance the environment and improve water quality, the County of San Diego’s Department of Public Works has developed and implemented a proactive stormwater permit compliance program for private development construction projects. The compliance program consists of the following: a. Stormwater permit certification trainings for all County construction inspectors to become certified Qualified Stormwater Pollution Prevention Plan (SWPPP) Practitioner and/or Developer (QSP/QSD) through California Stormwater Quality Association (CASQA). b. Annual stormwater refresher trainings and on the job trainings for all inspectors to stay current on the latest water quality regulations and practices. c. Prioritized listing of all private development projects subject to the California Regional Water Quality Control Board’s Municipal Separate Storm Sewer System (MS4) Permit and State’s NPDES Construction General Permit (CGP). d. Updated County Stormwater Inspection Checklist to align with the requirements of the State’s CGP for consistency and risk mitigation for developers and the County. e. Consultant services are available to augment county staff to provide stormwater inspections on high priority projects. f. Pre-rainy season letters to remind all permit holders of the stormwater regulations and preparation for winter storms. g. Working closely with developers to educate them toward compliance on stormwater regulations. Using escalated enforcement to ensure compliance when appropriate.
