Initiated by the Office of Strategic Business management, Resourcing for Results Online (RFRO) is a web-based application that enables all County departments to submit their annual proposed operating budgets in a consistent format for development and ultimate production of the County’s Proposed Resource Allocation Plan and Adopted Budget documents. RFRO facilitates and streamlines, through a single application, the linkages between strategic goals, specific outcomes, financial and human resources. Prior to the implementation of this tool, over ten applications and thousands of hours of staff time were utilized throughout the resource allocation process and to produce the county’s annual budget, making it difficult to show elected officials and the community the connection between stated goals and objectives and the resources allocated to achieve them. The RFRO solution has become Miami-Dade County’s primary system, used by all levels of governments, to outline the goals and objectives of the organization for the fiscal year, the anticipated results, and the forecast of Miami-Dade County’s financial position for the next five years.
