The Recycled Materials Graffiti Abatement Program is a cooperative program between the El Paso County Public Services Department, Environmental Services Division, and the City of Colorado Springs Police Department Code Enforcement Unit. The program utilizes a coordinated, centralized source of recycled paint and other graffiti-fighting materials that would otherwise been put in a landfill or incinerated. These resources are recycled to provide an inexpensive and rapid response to graffiti problems. Materials which are dropped off to the El Paso County Household Hazardous Waste Facility by responsible citizens provide for the expedient, efficient, and cost-effective removal or cover of graffiti. This effort provides a range of problem-solving tools, resources, and technical assistance to achieve a positive impact on the livability and vibrancy of the community.
