Contracts in San Diego County’s Health and Human Services Agency (HHSA) account for approximately $400,000 annually. The Agency contracts with over 500 contracts and maintains approximately 900 contracts. HHSA’s contracting model places primary responsibility for contract related functions on Program Divisions; however, a centralized support office Agency Contract Support (ACS) is responsible for oversight of the Agency’s contracting processes, effectively acting as an internal control. Oversight includes development and management of contract policies, development and provision of contract training, and monitoring of Program Division adherence to policies and standards through Quality Assurance reviews.
