In March 2018, the Maricopa County Assessor’s Office initiated Project Green Line, a process improvement initiative founded on Lean and Six Sigma methodologies. Widely embraced in the private sector to reduce costs and increase efficiency, Lean and Six Sigma are seldom utilized in the public sector due to the notion that these ideals do not apply to government processes. Project Green Line challenges this ideology with the conviction that public organizations have a moral obligation to improve efficiency even more so than their private counterparts due to their inherent commitment to the public. Through various improvement strategies and enhanced training, the Assessor’s Office has been able to boast a significant increase in both the efficiency and quality of outputs. The Agency has been able to demonstrate a 13% average annual increase in the number of split parcels mapped since implementation. Additionally, an average of 31% more subdivisions have been mapped. The average lag time from document recordation to ownership update was reduced from 15 to three business days. Quality has also significant improved over time. Because of training and quality control enhancements, mapping errors were reduced by 6% during this timeframe.
