The San Bernardino County Auditor-Controller/Treasurer/Tax Collector – Disbursements Division Central Payroll Section (ATC-CP) receives hundreds of confidential payroll documents every two weeks from County departments and Self-Governed Special Districts. Payroll documents previously were sent to ATC-CP by courier, third-party email, interoffice paper mail, fax, and electronic file transfer (File Transfer Protocol - FTP).During the COVID-19 pandemic, the risk of transmission through paper documents immediately became a great concern. As such, it was necessary to develop a secure electronic solution that would eliminate the use of paper, as well as reduce the burdensome process of using the FTP. Through an ATC-CP initiative, the Information Technology Division (ATC-ITD) developed the Payroll Electronic Document System (PEDS) as an innovative solution which improves the administration of the County’s payroll processing function for more than 24,000 employees.Through the creative use of technology, the Payroll Electronic Document System project provides a safe, secure, and self-managed solution, effectively streamlining the County's payroll document transfer process. Additionally, the PEDS significantly improves the County’s ability to track the location of documents, including the file management and archival processes. The successful implementation and benefits of the PEDS are deserving of the 2021 Achievement Award.
