Each year, parcels that have unpaid property taxes for five or more years become eligible for tax sale. The San Diego County Treasurer-Tax Collector’s office (SDTTC) conducts title searches to derive the data required to mail thousands of state mandated notifications to all parties that may have an interest in a parcel. The SDTTC faced a record number of mailings and under the prior manual process, it would have required 3 weeks to complete the noticing and the assistance of numerous additional staff not assigned to tax sales. The San Diego County Treasurer-Tax Collector created the Online Electronic Tax Sale Notification Program resulting in the parties of interest data being provided in a format that could then be used to generate notifications and eliminate manual data entry. It also allows for the automated creation of mailing spreadsheets using new and free software that works seamlessly with a new online certified mail processing system. The new, electronic process eliminated having to manually prepare and track green certified mail cards, which required additional staff who had to manually file the letters. The resulting process saved hundreds of hours of time and a cost saving of $3,614.
