Job Order Contracting (JOC) is an innovative procurement tool that provides the Housing Authority of the County of Los Angeles (HACoLA) a way to complete maintenance, renovation, and rehabilitation at its properties easily and quickly. HACoLA procures for a contractor for a not to exceed amount contract, using a catalog of construction items, at a discounted price. HACoLA implemented the cost saving JOC program as a pilot in December 2011. The program is financed through various Federal funds including, but not limited to, Capital Fund Program funds, Community Development Block Grant (CDBG), American Recovery & Reinvestment Act (ARRA) and other funding sources. The JOC program has also been successfully implemented by the Los Angeles Countyâs Internal Services Department, Department of Public Works, and other county departments.
