The mail Opening Scanning Extraction System/Jury Application Coding System (MOSES/JACS) was implemented by the Los Angeles Superior Court’s Juror Services Division in December 2010. The purposes of MOSES/JACS is to achieve cost saving efficiencies and to increase productivity in the division by automating the opening of mail, extraction of mail contents, scanning the contents, and processing the contents. A method was sought to perform these functions in a quick and seamless manner. Juror Services received an average 6,000 to 10,000 pieces of mail daily. Prior to MOSES/JACS, this high volume was opened, scanned, and processed manually. The MOSES/JACS system enables the automated opening, scanning, and processing of mail more efficiently and with fewer errors. Images processed through JACS are transmitted in “real-time” to the Jury management System (JMS). The JMS manages and maintains juror information, including postponements, empanelment, certifications and fees. Information processed through JMS is secured in the Keyfile system.
