The Landlord Incentive Program is a pilot program between the County of Orange, Orange County Housing Authority (OCHA) and Orange County United Way (OCUW) to engage private market landlords and facilitate placement into permanent housing for 40 households experiencing homelessness holding OCHA Housing Choice Vouchers (HCV) or Veterans Affairs Supportive Housing (VASH) vouchers. This program helps to reduce barriers to obtaining housing by connecting those searching for housing with additional opportunities and resources made available through this program. Funds were used to pay for security deposits, holding fees, moving costs and other incentives.The program successfully helped to launch what is now a continuing countywide initiative working with all four housing authorities in Orange County and numerous service providers and landlords to assist individuals and households experiencing homeless throughout the County to find permanent housing. The OCUWâs program now called WelcomeHomeOC has been able to apply for and successfully receive additional State and local funding to continue the program countywide.
