The Florida State Legislature mandated that the Florida clerk of the Court (COC) offices electronically report to the Department of Highway Safety and Motor Vehicles (DHSMV or âDMVâ) all driver citations initiated within their respective county jurisdictions. Such reporting includes the initial citation, its disposition, and any driver license suspicions. Reporting was to be made via a State developed Traffic Citation Accounting Transmission System (TCATS). TCATS consists of interactive electronic reporting of citation data through the Florida Association of County Clerks (FACC), which acts as a clearinghouse for the original data integrity and the transfer of data among the counties and the DMV. All County reported citation and driver data will ultimately update the Stateâs individual driver records database. To fulfill the State reporting requirements, Miami-Dade County COC, supported by the Traffic information systems (TIS) Unit of the Enterprise Technology Services Department (ETSD), spearheaded an effort to produce the technical and software platform required to internally integrate and automate all TCATS functions within a mainframe environment. This included the disposition of operational requirements, and the project management and programming services associated with the TCATS reporting effort.
