The Orange County Probation Department assists the criminal courts through the supervision of over 20,000 adult and juvenile offenders on court-ordered probation. The department serves an investigative role for the courts by producing many types of reports, in addition to operating facilities for the court-ordered detention of juvenile offenders. Though this role would seem to integrate the courts and the Probation Department, in reality the two systems had been largely isolated, with few bridges stemming across departments. To resolve this detached relationship, the Integrated Case Management System (ICMS) is Orange County’s effort to unify the handling of cases that involve both the courts and the Probation Department, while at the same time providing the citizens of Orange County with a more effective intergovernmental coordination in the reduction of crime and the management of offenders. Essentially ICMS identifies the multiple entry points of offenders into the system between the courts and Probationary Department, and through the documentation of these points builds an integrated case file. By integrating each of these systems, real-time reporting is available so that line staff, supervisors and managers can see probation from the appropriate perspective.
