In March 2012 a Strategic Planning Team (SPT) was established for Wake County Human Services (WCHS). WCHS staff, consumers, board members other County department staff and community partners were engaged in the planning process. The SPT used a unique combination of components of the "Balanced Scorecard" and the "Drivers Model" as methodology. During the planning process, 190 Human Services Council managers and supervisors were trained. Thirteen departmental objectives and additional program level objectives were established. SPT Members were assigned as "coaches" to divisions that struggled to meet the day-to-day requirements of service delivery and plan strategically, increasing the probability of meeting the objectives.
