Several Floyd County employees took a frank look at the county organization and sense the potential for improving communication and morale. The F.I.R.S.T. (Floyd Investment in Relationships, Service, and Trust) Program was born out of this self-examination and sought serve multiple goals: to transcend various sub- and counter cultures within the organization; to foster employee personal and professional growth; to enhance productivity and customer service; to facilitate relationship among a cross section of employees; to educate employees about County operational functions; and to provide forum for overview and discussions on how the organization values its employees through benefits. To accomplish this, they promoted communication laterally within the organization instead of the traditional top-down approach. They also provided a forum for employees to help formulate a new values-based culture.
