The Los Angeles County Department of Public Health (DPH) Administrative Service Division (ASD) Material Management Unit was tasked with developing a procurement process to minimize the amount of backlogs of requisitions that required a large use of overtime needed by the procurement staff. The improvement plan included increasing the level of training for county employees, promoting intergovernmental cooperation and coordination in addressing shared problems among departmental programs, and improving the administration of existing county government process. With the implementation of the improvement plan, DPH procurement has lowered the backlog, lowered operation costs by reducing overtime, minimize retroactive orders, and improve processing times.
