CountyStat seeks to improve the performance of Montgomery County government by creating greater accountability and transparency, providing policy translation to assist with department and topic-specific strategic planning, and through the application of data analytics into the decision-making process. Functioning as internal consultants, CountyStat staff provides unbiased advice for County leaders on how they can better tailor their systems and procedures to monitor program performance and meet policy objectives. CountyStat assists policymakers by translating policy guidance into operational means that can be monitored through the use of performance measures. In its first year, CountyStat has focused on three major themes: Capacity Building, Policy Translation, and Data Analytics and Integration. CountyStat assists its partners in all types of research initiatives including cost benefit analysis, concept mapping, survey design, development and analysis, in-depth case studies, and best practice research. CountyStat is helping to move the County from measuring activity and outputs to measuring outcomes and creating a culture of “managing for results”.
