Cordell Place is an innovative special needs housing development located in downtown Bethesda. Completed in December 2010, the development consists of an adaptive reuse of a 5-story office building into a 32-unit personal living quarters (PLQ) serving individuals exiting homelessness, offices for case management staff, two retail spaces and a community room. The County’s version of a single room occupancy (SRO) development, a PLQ is a building with individual living units that chare cooking facilities and may share sanitation facilities. With shared kitchens and showers on each floor, Cordell Place is the first PLQ to be developed in Montgomery County. The project was developed as-of-right in a central business district zone in an area that consists primarily of commercial and large-scale multifamily developments. Cordell Place meets a critical need for permanent supportive housing for individuals exiting homelessness by providing comprehensive case management services onsite. Cordell Place is the product of a collaboration effort among the County’s housing department, the county’s Department of Human Services, the State of Maryland, and a non-profit service provider and housing developer.
