Charlotte County Facilities Construction and Maintenance Department, along with its consultant Johnson Engineering, began efforts in 2013 to develop a comprehensive capital asset planning and management system. The system is designed to inventory and capture Charlotte County's facilities assets, to simply create a plan based upon objectives that will guide the maintenance and replacement of major county building systems. As of October 2013, the county entered into an agreement with the consultant Cannon Design that provided the program software and the initial assessments of selected buildings and scope. Cannon Design provided processes and developed customized data particular to our assets. Cannon Design provided a portfolio that showed $22 million in deficiencies of our current assets. The county implemented capital maintenance budgets to repair about $4.5 to $5 million over the next five years to achieve a facility condition index rating that will correct these deficiencies and then show a new acceptable FCI rating. The Capital Asset Management System integrates the condition assessments of the selected components within a building system. This enables us to manage and interact with a comprehensive data portfolio, managing and planning for life cycles of individual components and of the entire system. This data also provides a condition index rating of each asset or components determined by its age, condition and cost of repair. Facilities adopted and used this software to implement, report and budget for capital expenses over the next five years, continuing to correct deferred maintenance and plan for preventative maintenance that has been identified within the assessments of these systems. The software is used to input new assets and assessments as they come online or have been updated.
