Palm Beach County Information Systems Services (ISS) and the Property Appraiser’s Office (PAO) teamed up to create a GIS analytical tool, known as Appraisal Data Service System (ADSS), in support of developing and fine tuning commercial appraisal valuation through spatial analysis. ADSS is an important internal application used by the Commercial Department of the PAO. Key application features include flexibility, ease of use, and ability to filter data. The live map statistics engine is based on a combination of property location and their related business data. ADSS puts spatial statistics in the hands of the appraisers and gives them the tools to quickly make decisions. ADSS utilizes all functionality from other GIS applications (e.g., GeoNav and PBC Interactive). Examples are traffic counts, zoning, future land use, DEP-registered petroleum storage tanks, and zoning applications pending approval. All of these factors influence value and are combined with our commercial real estate data into one easy-to-use application. The multiple year aerial photo layers are also merged with current pictometry to allow for an easier desk review process. The system went operational on March 1, 2017.
