A year ago Wasco County, OR started on a path to implement strategic planning into the organization. To be successful we knew we would have to break down some tremendous silos between departments, our constituents and County staff. In order to do that a culture change would have to happen for us to make any progress. 100% Love was born out of controversy and built into the County's Vision, Mission and Values. At the core it originally assumed that 50% of constituents hate the County and 50% of constituents love the county hence 100% Love. That was quickly modified to assume that 20% of our constituents hate us, 20% of constituents love us, and 60% of constituents just don't care - still 100% Love when combined. This program is an organizational culture initiative developed to move constituents from the love to hate to indifferent to the love to love group. It builds on our actions, drives our Mission and Vision and recognizes staff for exceptional performance. The initiative reminds us every day that the service we provide can make a difference. It inspires us as individuals, teams, and as a County to make a difference and live out our Vision of Pioneering Pathways to Prosperity. 100% Love is the framework that reminds us that every interaction has the ability to move people toward loving their local government.
