About Rachel

Rachel serves as NACo’s legislative associate for health and agriculture & rural affairs. In this role, she analyzes legislation and regulatory actions and manages administrative responsibilities across these policy areas. She previously supported NACo’s environment, energy & land use and transportation policy portfolios. Before joining NACo, Rachel interned with the natural resources team in the Office of U.S. Senator Robert P. Casey, Jr. (D-Pa.), worked on congressional campaigns and contributed to various nonprofit organizations. She also served as a research assistant in Penn State’s Political Science Department examining factors for political survival in democratic political systems. A proud alumna of the Pennsylvania State University, Rachel holds undergraduate degrees in history and political science as well as a Master of Public Policy (MPP) with a concentration in nutrition and agriculture policy.
