About Rachel
Rachel serves as the Associate Legislative Director for Agriculture and Rural Affairs, where she is the staff liaison to NACo’s Agriculture & Rural Affairs (AgRA) Steering Committee and the Rural Action Caucus. In this role, she leads advocacy on county priorities related to agriculture, rural development and food systems.
Previously, Rachel supported NACo’s policy portfolios covering health, environment, energy and land use, and transportation. Prior to joining NACo, she worked with local farmers markets in central Pennsylvania and gained experience on Capitol Hill as an intern with the natural resources team in the Office of U.S. Senator Robert P. Casey, Jr. (D-Pa.). She has also contributed to congressional campaigns and a range of nonprofit organizations. In addition, she served as a research assistant in Penn State’s Political Science Department, where she studied factors influencing political survival in democratic systems.
A proud alumna of the Pennsylvania State University, Rachel holds undergraduate degrees in history and political science, as well as a Master of Public Policy (MPP) with a concentration in nutrition and agriculture policy.
