Patrick Spence

Patrick Spence is a program manager for economic mobility at the National Association of Counties, where he leads programs that help county leaders expand their housing supply, strengthen local economies and broaden access to economic opportunity.

He directs Counties for Housing Solutions (C4HS), a technical assistance initiative NACo runs with Smart Growth America that has worked with 23 counties to grow their housing supply through zoning reform, faster permitting, the disposition of county-owned land and local housing finance tools. He also manages the Economic Recovery Corps, a national fellowship program that places economic development practitioners in local communities to build long-term economic resilience, and the Arts & Culture Innovation Council, which helps county leaders draw on arts and culture to strengthen their communities and recognizes public leadership in the arts.

Patrick previously served as a project manager for NACo's economic mobility work and as a NACo intern. Before joining NACo, he interned in state government, on political campaigns and in the U.S. Senate. He holds a bachelor's degree in economics and political science from George Washington University.
