Jessica is the Records Manager for Calvert County Government, where she is leading a countywide records management modernization initiative focused on building a structured, defensible, and scalable program. Her work centers on standardizing practices across departments, embedding retention at the point of creation, and aligning technology with governance to reduce risk and improve operational efficiency.

With more than 15 years of experience spanning local government, federal service, and the nuclear energy sector, Jessica brings deep expertise in regulatory compliance, risk mitigation, and program development. She is passionate about helping local governments move from fragmented records practices to integrated information governance models that strengthen transparency, accountability, and public service delivery.
