About Emma
Emma is NACo's Associate Legislative Director for Human Services and Education. She leads federal advocacy on county priorities pertaining to children’s issues, foster care, public assistance and income support, immigration policy, social services and education. She also serves as staff liaison to the NACo's Advisory Council on Immigration and Intergovernmental Affairs.
Before joining NACo, Emma held internships at Oceana and the U.S. Department of State. She received her bachelor's degree from Washington and Lee University in global politics and Spanish.
