Alex Herrera, CEBS

Alex Herrera, CEBS, is the Managing Director of Public Promise Insurance (PPI) at the National Association of Counties (NACo) EDGE, where he leads initiatives designed to help county governments strengthen, modernize and sustain their employee benefits programs. In this role, Alex partners closely with public-sector leaders to navigate evolving workforce needs, fiscal pressures and long-term benefits strategy. 

With a career shaped by extensive experience in the health and benefits industry, including regional leadership roles at Aetna and Cigna, Alex brings a deep understanding of the unique challenges public employers face. His background includes strategic work in sales, client management and service delivery within large health systems and insurance organizations. These experiences have positioned him as a trusted advisor to organizations seeking to enhance the value and impact of their benefits offerings. 

Alex, a native Midwesterner, has lived in the South/Southwest for his entire professional career and is presently based in his adopted hometown of Houston, Texas.
