About Viktoria Seale

Viktoria Seale serves as Chief of Staff and General Counsel for the Council on Environmental Quality (CEQ). She originally joined CEQ as Deputy General Counsel in June 2017. Prior to joining CEQ, Mrs. Seale served the Committee on Small Business in the United States House of Representatives, first as Counsel and then as Senior Counsel. In those positions, she was responsible for oversight, legislation, strategy and outreach related to federal regulatory issues affecting small businesses, including labor and environmental regulations. Mrs. Seale also previously served as the Special Assistant to the Chief Counsel and the Director of Regional Affairs in the Office of Advocacy at the U.S. Small Business Administration. She received her bachelors of arts in international studies from Rhodes College and her juris doctoris from Chicago-Kent College of Law, Illinois Institute of Technology.
