About Thomas Joyce
Tom Joyce became the deputy to the garrison commander, U.S. Army Garrison Fort Carson, December 6, 2021. He is responsible for fostering a high performing organization of 1250+ Soldiers and Army Civilian Professionals, building partnerships and coalitions with the local communities, and ensuring the effective use of resources in order to provide quality Soldier and Family Programs, infrastructure, training support, and protection to 28,000+ of America’s finest and their families who call the Mountain Post “home”. Prior to Fort Carson, Tom served as the deputy to the garrison commander, U.S. Army Garrison Benelux (responsible for sites in Belgium, Netherlands, and Northern Germany), from October 2017 to November 2021. Tom has more than 30 years of installation management experience, beginning his civilian service career in August 2015 with Installation Management Command. Prior to joining the IMCOM team, he was a senior change management adviser with USAA after having served almost 28 years in the U.S. Air Force. While in the Air Force, Tom served in a number of key command and staff positions, including commander of the Air Force Services Agency/director of MWR and Services, San Antonio, Texas; commander of the Dover Port Mortuary (Air Force Mortuary Affairs Operations), Dover Air Force Base, Delaware; commander of the 376th Expeditionary Mission Support Group, Manas, Kyrgyzstan; deputy director, A1/Manpower, Personnel and Services, Headquarters, U.S. Air Forces in Europe, and executive officer to the commander, U.S. Air Forces in Europe, Ramstein Air Base, Germany; and, military assistant to the deputy assistant secretary of the Air Force, Headquarters Air Force, Washington, D.C.
