About Kathy Rowings

Kathy Rowings is a Senior Research Associate/Manager with the Institute for Intergovernmental Research (IIR). Kathy manages the Interagency Response to the Opioid Crisis team funded under the Bureau of Justice Assistance’s (BJA) Comprehensive Opioid, Stimulant, and Substance Use Program (COSSUP), ensuring effective collaboration across multiple BJA initiatives designed to transform criminal justice and treatment responses to the opioid epidemic. Her responsibilities include coordination of support to the COSSUP grantee sites, with a particular focus on rural communities and jurisdictions interested in increasing the provision of medication-assisted treatment (MAT) to justice-involved individuals. Previously, Kathy served as Associate Program Director for Justice at the National Association of Counties, worked at the Sargent Shriver National Center on Poverty Law, and was an editor and reporter at national magazines for five years. She holds a law degree from Northwestern University and a bachelor’s degree in English from Miami University of Ohio.
