About Kate Reed
Kate Reed, LPC, has been with the Philadelphia Department of Behavioral Health and Intellectual disAbility Services (DBHIDS) in the Behavioral Health and Justice Division (BHJD) since 2012 and has served in the role of Stepping Up Supervisor since 2018. As the Stepping Up Supervisor within DBHIDS, Kate is responsible for applying the Stepping Up framework in Philadelphia, using data to advance DBHIDS-focused components of the Stepping Up Initiative, working with cross-systems partners to develop a coordinated system across agencies, and developing policies to support efforts to reduce the number of individuals with serious mental illness in Philadelphia jails. Recent projects have focused on emergency and crisis system transformation, including 911 triage for behavioral health related calls, embedded crisis counselors in 911, and alternative response/community responder teams.
