About Joy Rich
Ms. Rich joined Maricopa County, Ariz. as a planning manager in 1997, before taking on the role of planning and development director. Just prior to being appointed to county manager, Rich served as deputy county manager for the county for four years, providing leadership for departments such as planning and development, transportation, air quality and emergency management. In that position, she oversaw 11 county departments with budgets totaling almost $500 million annually and a staff of more than 1,500. A native of Phoenix, Ariz., Ms. Rich began her career in public service as a planner with the City of Phoenix in 1988. Ms. Rich holds a B.S. in Geography and a M.P.A. from Arizona State University. She lives in Scottsdale, Ariz. with her husband and children.
