Hon. Helen L. Holton

Dr. Helen Holton is a 21-year veteran of the Baltimore City Council.  She left a legacy of leadership service over her five-term tenure in matters of taxation, finance, economic development, education, and health.  As a Legislator her eye for public policy’s impact on quality of life is spot on.  She takes on tough battles that must be fought for a more just and equitable reality.  Living at the intersection of race and gender she works to empower others to embrace inclusion, diversity and respect as a viable pathway to win-wins.

As Executive Director of NOBCO, a 501(c)3 non-profit organization, Dr. Helen leads the charge on education, outreach, and advocacy on health/healthcare, criminal justice reform, technology, the future of work and beyond.  A recognized subject matter expert and thought leader the work’s primary goal is to empower county officials and other leaders to lead better equipped with tools, tips, and strategies.
