In recent months, federal agencies have encountered disruptions in program funding, affecting the delivery of various services. These interruptions have created challenges for counties working to maintain essential services for our communities. The following NACo analysis outlines the recent funding disruptions and their impact on key programs that support county operations. This tracker will be updated periodically and was last revised on June 4, 2025.

$2.7 billion, origially allocated by the Infrastructure and Jobs Act, has been cancelled.

The Digital Equity Act supports non-deployment costs associated with broadband access, such as device support and  digital literacy training to at risk communities. 

National Telecommunications and Information Administration (NTIA) Broadband Equity, Access, and Deployment (BEAD) Program  

Department of Commerce

Frozen

Approval of states' broadband deployment plans have largely been paused.

Counties serve as local coordinators of broadband infrastructure funding and as direct subrecipients or funders of local broadband initiatives.

Emergency Funding Provided for the Economic Development Administration

Department of Commerce,Economic Development Administration (EDA)

The White House has not designated  $2.934 billion of emergency funding provided in the FY 2025 Continuing Resolution, which includes $30 million provided for EDA. 

EDA funding helps local communities achieve long-term economic growth based on local and regional priorities.

Low Income Home Energy Assistance Program (LIHEAP)

The last 10% of FY 2025's annual LIHEAP funding has still not been released.

The LIHEAP program helps low-income households pay their heating and cooling bills, preventing the cost burden from falling on county governments. 

Head Start 

Department of Health and Human Services (HHS),Administration for Children and Families (ACF)

Resumed

The temporary freeze on Headstart has been released. 

Counties play a pivotal role in building thriving communities and investing in services that shape early childhood systems, including supporting Head Start by directly serving as local grantees and/or by contributing supplemental funding to support the program.

Supplemental Funding Provided via American Rescue Plan (ARPA)

Department of Health and Human Services (HHS),Centers for Disease Control and Prevention (CDC)

Cancelled/Terminated

HHS has cancelled American Rescue Plan supplemental funding directed towards public health efforts.

As owners and operators of the local healthcare safety net system, counties use invested dollars to sustain a workforce that can provide equitable care for vulnerable residents, while responding to ongoing public health threats. 

Supplemental Funding Provided via American Rescue Plan (ARPA)

Department of Health and Human Services (HHS),Substance Abuse and Mental Health Services Administration (SAMHSA)

Cancelled/Terminated

HHS has cancelled supplemental funding for mental health services and substance use treatment.

Counties use ARPA supplemental funding for SAMHSA for overdose prevention work and to support the 988 Suicide and Crisis Lifeline.

Building Resilient Infrastructure and Communities (BRIC) Program 

Department of Homeland Security (DHS),Federal Emergency Management Agency (FEMA)

The BRIC program provided federal funding for hazard mitigation projects aimed at reducing the long-term risks and costs of natural disasters. Counties, along with states, municipalities and tribal governments, were eligible to apply through a national competitive process.

The BRIC program was designed to support proactive planning and infrastructure upgrades before disasters strike. For counties in disaster-prone areas, the loss of these funds may result in greater reliance on post-disaster recovery dollars rather than preventive measures.

Shelter and Services Program (SSP) 

Department of Homeland Security (DHS),Federal Emergency Management Agency (FEMA),Customs and Border Protection (CBP)

Cancelled

Funding awarded to local governments to offset the costs of supportive services for migrants has been cancelled.

The primary purpose of the SSP program is to relieve and prevent the overcrowding of short-term U.S. Customs and Border Protection (CBP) facilities, which eases the financial burden placed on counties receiving an influx of migrants. 

Technical Assistance 

Department of Housing and Urban Development (HUD)

Cancelled/Terminated

Technical assistance contracts that aid housing and homelessness providers in accessing programs have been cancelled.

Technical assistance helped counties develop comprehensive Assessments of Fair Housing (AFHs) and build capacity of existing affordable housing initiatives.   

DOJ Grants (Prior year funding FY17 - FY24) 

Department of Justice (DOJ)

Cancelled/Terminated

DOJ has cancelled previously awarded discretionary grants from FY 2017 to FY 2024 in 34 states and two territories. 

Justice program grants tend to decrease cost burdens on county governments.

All Competitive Grant Programs  

Department of Transportation (DOT)

Frozen

DOT has frozen competitive grant funding, for review, but has approved some to proceed after review from DOT staff.

Counties own and operate 44% of public roads,  38% of bridges and directly support over one-third of the nation’s public airports and transit systems. As intergovernmental partners, counties value federal grant opportunities to help us meet our vast public infrastructure responsibilities.

Entrepreneurial Development Programs

Small Business Administration (SBA)

Frozen

Grants for entrepreneurial development programs have been frozen. Some Small Business Development Centers have not received reimbursements for work completed in 2024.  

Counties support entrepreneurs and small businesses to foster innovation and take advantage of new business opportunities in local and regional communities. Organizations will not apply for grants if they do not trust that reimbursements are reliable.

Technical Assistance to Underserved Farmers, Ranchers, Foresters

Frozen

All technical assistance funding for underserved farmers, ranches and foresters through USDA has been frozen.

Veterans, limited resource producers, beginning farmers and ranchers, farmers, ranchers and forest landowners living in high poverty areas benefit from programs that help them build their businesses and stimulate local economies. 

The Emergency Food Assistance Program (TEFAP) 

U.S Department of Agriculture (USDA),Food and Nutrition Service

Cancelled/Terminated

Food purchases from domestic producers for emergency food providers have been cancelled.

The end of this program may increase pressure on county governments to meet the needs no longer served by TEFAP.

Wildfire Hazardous Fuels Management

U.S Department of Agriculture (USDA),Forest Service,Bureau of Land Management (BLM)

Frozen

Funding for the Wildfire Hazardous Fuels Management Program, which aims to reduce wildfire risk, has been frozen.

Counties support fuel management to ensure we can be best prepared for wildfire events. Wildfires destroy public lands, endanger access to vital resources, decrease biodiversity, hinder economic opportunity, decimate municipal watersheds and negatively impact public health and safety. 

Regional Conservation Partnership Program (RCRP)

U.S Department of Agriculture (USDA),Natural Resources Conservation Service (NRCS)

Frozen

Funding for the RCRP, which funds regional conservation projects on agricultural land has been frozen.

Farmers and local businesses benefit from funding to develop conservation solutions on agricultural land that helps them keep their farmland productive. 

Conservation Technical Assistance (CTA)

U.S Department of Agriculture (USDA),Natural Resources Conservation Service (NRCS)

Frozen

Conservation Technical Assistance for farmers, ranchers and foresters has been frozen.

CTA, or technical assistance, is a key tool in ensuring farmers and ranchers have the tools needed to conserve and maintain their land to promote longterm agricultural productivity. 

Conservation Stewardship Program 

U.S Department of Agriculture (USDA),Natural Resources Conservation Service (NRCS)

Frozen

Funding for conservation activities through the Conservation Stewardship Program has been frozen.

The Conservation Reserve Program provides annual rental payments to producers to replace crops on highly erodible and environmentally sensitive land with long-term resource-conserving plantings. 

Environmental Quality Incentives Program

Frozen

Funding for the program is frozen. 

Counties support financial and technical assistance to agricultural producers to help plan and implement conservation practices. This program is also important in assisting producers meet regulations.

ReConnect Broadband Loan and Grant Program

Frozen

Funding for the construction, improvement and acquisition of equipment and facilities needed for rural broadband service has been frozen.

The Reconnect loan and grant program is one key tool used by counties to build out broadband services to rural homes, businesses, farms, ranches and community facilities such as first responders, health care sites and schools.
